Public Offer for the WLIST.dev Service

This public offer (the “Offer”) is the official proposal of the operator of the WLIST.dev service (the “Provider”), addressed to any individual or legal entity (the “User”), to enter into an agreement on the terms set out below.
In accordance with Article 437 of the Civil Code of the Russian Federation, this document constitutes a public offer. Full and unconditional acceptance of the terms of the Offer is deemed to occur when the User pays for the Provider’s services in the manner set out in this Offer.
1. Definitions
- Service — the WLIST.dev software-and-hardware system that gives the User access to a private network layer for encrypting and routing network traffic through a secure node.
- Service (provision) — granting the User access to the Service.
- Account — the User’s personal account at
https://wlist.dev. - Balance — the User’s funds held in the Service’s personal account.
2. Subject of the Offer
2.1. The Provider undertakes to grant the User access to the Service, and the User undertakes to pay for this Service in accordance with the terms of this Offer.
2.2. The Service is intended for:
- encrypting the User’s network traffic;
- routing traffic through the Provider’s infrastructure with a foreign exit point;
- protecting the User’s data from unauthorized access by third parties.
2.3. The Service is not intended for:
- carrying out unlawful activity;
- accessing information prohibited within the Russian Federation;
- distributing malware;
- infringing the copyright of third parties.
3. Conclusion of the Agreement
The agreement is deemed concluded from the moment the User performs any of the following: registering an account (email and password) in the Provider’s Account, paying for services, or beginning actual use of the Service.
4. Price and Payment
4.1. The cost of the Services is shown in the User’s Account.
4.2. Payment is made by topping up the Balance via the payment system YooKassa (NKO YooMoney LLC). Funds are debited from the Balance automatically.
4.3. Supported payment methods: bank cards (Visa, Mastercard, MIR), the Faster Payments System (SBP), YooMoney, SberPay, T‑Pay.
4.4. All prices are in Russian rubles.
4.5. Upon payment, a fiscal receipt is automatically sent to the User in accordance with Federal Law No. 54.
5. Refunds
5.1. The remaining Balance is refunded upon written request to
support@wlist.dev.
5.2. Refunds are processed within up to 10 (ten) business days of the request.
5.3. No refund is made if the User has breached the terms of the Offer or used the Service for unlawful purposes.
6. Rights and Obligations of the Parties
6.1. The Provider undertakes to:
- grant the User access to the Service;
- not transfer personal data to third parties, except as required by law;
- provide advisory support.
6.2. The Provider has the right to:
- suspend the Service for maintenance;
- change the cost of services with at least 7 days’ notice;
- terminate the agreement if the User breaches the Offer;
- limit the number of simultaneously connected devices.
6.3. The User undertakes to:
- use the Service for lawful purposes;
- not share access to the Account with third parties;
- pay for services on time.
7. Limitation of Liability
7.1. The Provider is not liable for:
- temporary outages caused by force-majeure circumstances;
- inability to use the Service for reasons beyond the Provider’s control;
- the User’s actions that violate the laws of the Russian Federation.
7.2. The Provider’s aggregate liability is limited to the amount of the User’s current subscription.
8. Confidentiality
The terms of personal-data processing are described in the Privacy Policy:

9. Term and Amendments
The Offer takes effect from the moment it is published and is valid indefinitely. The Provider has the right to make changes with at least 5 calendar days’ notice.
10. Dispute Resolution
Disputes are resolved through negotiation. If that is not possible — in court at the Provider’s place of registration under the laws of the Russian Federation.
